Project Management
The Big Canyon Creek nature park is an existing 60 acre parcel of natural open space located within the city of Newport Beach. The project is a restoration project which proposes to restore a historic tidal marsh, provide an outdoor interpretive area for educational opportunities, remove invasive exotic species which exist in the canyon and replant with natives, provide for improved flood control conveyance for 100 year storm flows and provide water quality features to treat low flows from a 2 square mile urbanized watershed which feed into the canyon. The water quality features involve reducing sedimentation and TMDL's which currently flow through the canyon and outlet into upper Newport Bay.
As the Public Works project manager for the city of Newport Beach, Gable Consulting Inc. coordinated city staff and the consultant team to prepare conceptual design plans. This included orchestrating stakeholder meetings with the concerned public and the regulatory agencies to discuss the project design and address issues of concern by the various regulatory agencies. Coordination with city staff and the technical consultant team led to the preparation and circulation of a Mitigated Negative Declaration (MND) to identify the environmental impacts and mitigation measures proposed by the project. Continued project coordination between city staff and the consultant team in response to public comments led to city council approval of the MND. After MND approval, Gable Consulting, Inc defined the project scope and negotiated consultant agreements to proceed with the final engineering and regulatory agency permitting phase of the project. The various regulatory Agency Permits for the project included: 404 Nationwide Permit Army Corps of Engineers; 401 Water Quality Certification, Regional Water Quality Control Board; 1602 Streambed Alteration Agreement Department of Fish and Game; Coastal Development Permit; Section 10 Consultation US Fish and Wildlife Service.
Gable Consulting Inc. assisted the city in the negotiating of consultant contracts for various phases of the project such as Conceptual Design and preparation of CEQA documents. Coordination between city council members, city staff, concerned community members and the consultant team led to a conceptual plan which addressed the needs of various stakeholders groups. Gable Consulting Inc. assisted the city to identify the technical consultants required for preparation of the Environmental Impact Report (EIR). Meetings were orchestrated between various city departments and technical consultants which then led to the successful completion of the EIR. Currently coordination between city staff and technical consultants is being provided to respond to public comments from various regulatory agencies such as the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, the California Coastal Commission, The California Department of Fish and Game, and the California Regional Water Quality Control Board.
Gable Consulting is currently providing project management services for this 10.5 acre re-use project proposed by the city of Newport Beach. The project proposes to construct a visiting vessel marina, docks to support sailing programs, 18,000 square feet of buildings which comprise of a community center and a sailing center. The remainder of the parcel includes a passive community park.
